Can I fill my 9kg cylinder anywhere?

No, you cannot.

The vast majority of 9kg cylinders are owned by one of the major LPGas suppliers who appoint Authorised Dealers. These cylinders are loaned to the end-user against a refundable deposit. These cylinders remain the property of the gas company and, when empty, are exchanged for a full cylinder. They are not re-filled while you wait, that is illegal.
The exchange process allows your Authorised Dealer to return the empty cylinder to its owner where it is fully checked for all aspects of safety, prior to being correctly filled and sealed, as your guarantee of safety and correct quantity of gas. The logo on the seal should match that of the cylinder brand.
The exchange system further ensures that the cylinder is neither under-filled (which is illegal) nor overfilled which is potentially hazardous.
Under the Occupational Heath & Safety Act, it is illegal for anyone other than an Authorised Dealer to re-fill or exchange your cylinder.
Accidents occurring as a result of an illegally filled cylinder may result in subsequent insurance claims being invalidated.
